4.3.0では「--enable-mbstr-enc-trans」の指定は無くなりました。
その分「mbstring.encoding_translation」をOnにする
必要がありますが、デフォルトでOffだと思います。

php.iniのマルチバイト関係の設定に
まったく手を加えていないように見えますが
この状態で日本語が正常に使えるかなぁ？
