WindowsのフォントはUTF-8対応だと思っているのですが，違うのでしょうか？

一応，東風フォント(の代用品)を試してみました．が，結果は正しく表示され
ませんでした．

実は，
mbstring.http_output = SJIS

にするとhtmlに直接書き込んだ日本語も表示されないようです．
日本語の文字列は全角の空白文字に変換されています．また，IEのエンコーディ
ングではシフトJISになっています．
今は，mbstring.http_outputの指定をコメントアウトしています．

mbstring関連の設定が不足しているのでしょうか？以下にmbstring関連の設定
を載せます．
