--with-pgsql　は無いんですね。

ちなみにいさきりさんの

cat dummy.dat | /usr/bin/php -q /path/test.php

は動きますか？

また、POSTGRES関連の環境変数をセットしていないユーザーから実行すると
どうなるでしょうか？また、エラーメッセージは？
