「``from (送信元)'' の人の名前 (つまりメールのエンベロープ送信者) 
  を設定する。このアドレスは、(最初に)投稿(submission)されたとき
  (訳者注: つまり MUA から MTA へ渡されたとき) に From: ヘッダーが
  ない場合 (訳者注: From: ヘッダーを追加するために) にも利用される。」
という意味かと。

「From: ヘッダーがない、または失なわれている場合にはこれ(-f で指定
  したアドレスですよね?) が使用される」といったことはないです。
