私も確かに2.6.6を新規ダウンロードしてきて使用したら同様のエラーが出ました。
で、internals を core にリネームしたら今度は internals がないと言われ、
最終的に、古いバージョン(2.6.5)から core ディレクトリを丸ごとコピーしました。
で、今んとこは問題ないですね。

# バグなのかなぁ？
