たぶんこんな意味だと思うのですが、(僭越ながら)
はっきり言って元の文章の英語はちょっとへんてこりんですね。

なので、強いて意訳すれば、

Note that the integer value used as offset in the next key 
generation <emphasis>doesn't always</emphasis> have a corresponding
entry in the array while most of the times the value should be identical 
to the greatest number of integer key values it would have.

であるとして、

次のキー生成において、オフセットとして使われる整数値に対応する
エントリーが必ずしも配列内に存在するわけではないことに注意してください。
しかし、その値は、多くの場合、配列にある整数のキー値の最大値と
等しいはずです。

とすると、どうでしょう？
