再インストールという結論を出されたようですが、私もこのエラーメッセージに何度か遭遇しています。
環境は
php4.3.8
configureオプションは
  ./configure --enable-mbstring --with-apxs=/usr/local/sbin/apxs 
--with-pgsql=/usr/local/pgsql --with-gd --with-jpeg-dir=/usr 
--with-png-dir=/usr --with-zlib-dir=/usr --enable-zend-multibyte 
--with-freetype-dir=/usr --enable-gd-native-ttf --enable-gd-jis-conv
FreeBSD4.10
apache1.3.31(ports)

最初はtypoや)}の閉じ忘れだろうと思ってましたがリロードすると出ないんですよね。
php.iniのmb_stringあたりを疑ってみるのも手かと思います。
ちなみに最近は遭遇してません。

現在のmb_stirngの設定は
mbstring.language = Japanese
mbstring.internal_encoding = EUC-JP
mbstring.http_input = auto
mbstring.http_output = EUC-JP
;mbstring.encoding_translation = Off
;mbstring.detect_order = auto
;mbstring.substitute_character = none;
;mbstring.func_overload = 0
です。
